Unjust increase in security fees

We received a complaint that our KRT have increased our security fee from RM 30 to RM 50 which is unjust. Yes, none are collecting RM 30 from phase 1 to 8 in Taman Putra Prima. but only Phase 8A & 8B are paying RM50. Circular not delivered yet, I have a copy , not signed just Chairman and Treasurer name printed below.

Those with below 250 units houses are paying rm40/rm45 (below 200 units)
Those with above 250 units houses are paying rm35

Our KRT have been paying around RM6,500 per month to Armourgards our security provider. During my time as Secretary of KRT, the security fees average of 250 units paying  (appr RM 7,500) topping at 280 units paying. Security Fees as at August 2012

About a week before Chinese New Year, I meet Daljeet Singh of Armourguard (M) Sdn Bhd our security provider said KRT is few months arrears in payment.

After my resignation I did advice the Secretary Mr Steven Wong how to monitor the security fees collection. Later I received feedback quoting Jimmy Chiew saying it's the security fees it's Armourguard responsibility. I personally feel and I believe readers will share my sentiments too that failure of the KRT Chairman Jimmy Chiew's duty to collect the security fees and made a drastic increase to offset the security accounts is unjust . He is penalising us residents for his failure as Chairman.

During my time I visited the guardhouse weekly to monitor the collection. If found no collection for more the 5 days. I will query Sandeep Singh (Armourguard Supervisor). After 3 days will monitor again.

Note : Since elected into office (to my knowledge till I resigned) the commitee have never visited the residents who didnt pay security fees.

Another issues to highlight here is that KRT is not allowed to collect security fees. It was practice till now as there was no Resident Association. Even after the formation of our Resident Association, we didn't seek to take over the security matters as we felt it is better to maintain our tradition.

There was no referendum signed by residents (at least 80%) in Klang it's 90% that agree to the increase. KRT is a body under Jabatan Perpaduan Negara & Integrasi Nasional. And governed by Rukun Tetangga Act 2012

Functions  and  duties  of  Rukun Tetangga Area  Committee
8. A Rukun Tetangga Area Committee shall have the following functions and duties:
(a)         to carry out such activities as to enhance and strengthen neighbourliness, unity, goodwill, harmony, comfort, peace, cooperation, safety, welfare, health, economic well being and quality of life amongst the members of community;
(b)          to receive information on, to observe and to enquire, all issues pertaining to community conflict in the Area and to report such information, observation and enquiry to the Director;
(c)           to take such steps as may be necessary or desirable to enable the residents to protect themselves against any criminal activities or disasters;
(d)          to provide community mediation for the purpose of conciliation or otherwise settle any dispute or difference amongst the members of community; and
(e)          to carry out any other functions or duties as directed by the Director General from time to time.

PERANAN DAN TANGGUNGJAWAB JAWATANKUASA KAWASAN RUKUN TETANGGA

Pekeliling Rukun Tetangga ini dikeluarkan selaras dengan seksyen 31 Akta Rukun Tetangga 2012

Jawatankuasa Kawasan Rukun Tetangga hendaklah mempunyai fungsi dan tugas
yang berikut:
a)Untuk menjalankan apa-apa aktiviti bagi meningkatkan dan mengukuhkan semangat kejiranan, perpaduan, muhibah, keharmonian, keselesaan,
keamanan, kerjasama, keselamatan, kebajikan, kesihatan, kesejahteraan
ekonomi dan kualiti hidup di kalangan anggota masyarakat.
b)Untuk menerima maklumat mengenai, untuk memerhati dan menyiasat,semua isu mengenai konflik masyarakat di dalam Kawasan dan melaporkanmaklumat, pemerhatian dan menyiasat itu kepada Pengarah.
c)Untuk mengambil apa-apa langkah yang perlu atau wajar untuk membolehkan pemastautin melindungi diri mereka terhadap apa-apa aktiviti jenayah atau bencana.
d)Untuk menyediakan pengantaraan dalam masyarakat bagi maksud pendamai atau selainnya menyelesaikan apa-apa pertikaian atau perselisihan dikalangan anggota masyarakat; dan
e)Untuk menjalankan apa-apa fungsi atau tugas lain yang diarahkan oleh Ketua Pengarah dari masa ke semasa

PERATURAN PELANTIKAN AHLI JAWATANKUASA
(A) Bagi Kawasan Rukun Tetangga baru, pelantikan Ahli Jawatankuasa RukunTetangga hendaklah di buat dalam tempoh30 hari daritarikh Notis Penetapan Kawasan Rukun Tetangga.

Jika pelantikan yang dibuat selepas 30 hari kelulusan Pengarah Rukun Tetangga Negeri berkenaan hendaklah diperolehi.

(B)Bagi Jawatankuasa Rukun Tetangga sedia  ada yang akan tamat tempohnya, pelantikan semula hendaklah dibuat tidak melebihi daripada 30 hari selepas tarikh tamat tempoh.Pengarah hendaklah melanjutkan tempoh pelantikan asal sehingga pelantikan baru dibuat. Pelantikan Jawatankuasa hendaklah mewakili keseluruhan kawasan Rukun Tetangga dan mengikut
komposisi kaum. Pelantikan Jawatankuasa Utama hendaklah dipersetujui secara majoriti.
Tarikh kuatkuasa pelantikan baru hendaklah bermula dari tarikh mesyuarat pelantikan.

2012/2013 committee term ends on 31st December 2013
