MAJLIS PERANDARAN SEPANG

SEPANG is the youngest district in Selangor Darul Ehsan, but is probably the most well-known place in the state, if not the country.

This is because the KL International Airport (KLIA), the Sepang F1 circuit and Cyberjaya (Malaysia’s Silicon Valley) are all located here.

The formerly sleepy district, is in the southern-most part of Selangor Darul Ehsan, bordering on the Hulu Langat, Kuala Langat and Petaling districts. The district of sepang also borders with Bandar Baru Nilai and the state of Negeri Sembilan Darul Khusus. A bird's eye view reveals that the Sepang district is shaped like the head of a keris, elongating towards the south from Universiti Putra Malaysia (UPM) with the Kuala Lumpur-Seremban Highway at the eastern border till the village of Sungai Buah or Bukit Unggul. On its western end is the Kuala Langat district while the Petaling district is its northen neighbor. On its south, the district of Sepang opens towards the Malacca Straits.

Sepang, covering 612sq km, is slightly smaller than Singapore, which is 700sq km. As of 2010, the district’s population is 212,050.

Sepang was only “born” in 1975, through the merging of Dengkil in the Hulu Langat district, and Sepang as well as Labu, which were then under the Kuala Langat district.

During its early days, its administrative centre was situated in Sepang town. However, following the development of KLIA, the administration headquarters was moved to the nearby Bandar Baru Salak Tinggi, which has now acquired the moniker of Airport City. The Sepang Municipal Council moved into a spanking new building in Cyberjaya in April 2008.

Agriculture remains the mainstay of Sepang even though the construction of KLIA took away nearly 100sq km of land.

Of course, right now, KLIA is the most prominent feature in the district. A brand-new low-cost terminal, also known as KLIA2, is expected to be completed in June.

Currently, over 200 multinational companies are located in Cyberjaya, which is also known as the Information and Communication Technology Nucleus.

Not surprisingly, it has also been touted as the “Intelligent City of the Future” that is meant to serve as a model for the rest of the country.

Cyberjaya was developed to help put Malaysia on the path towards a knowledge-based economy. With a land area of 2,832ha, the Cyberjaya Flagship Zone is a self-contained township supported by extensive IT infrastructure, low-density urban enterprise, as well as commercial, residential, enterprise and institutional developments.

On account of KLIA, Cyberjaya, and Putrajaya, Sepang is now criss-crossed by a good network of roads.

From a difficult-to-access backwater, the district is now easily reachable via the North South Central Link (Elite Highway), the South Klang Valley Expressway, the Damansara-Puchong Highway, the Maju Expressway, as well as the upgraded B15 state route. More roads will continue to be built, and in a few years, there will be a new link from KLIA to Seremban.

With open access to the Straits of Malacca, Sepang has always been a seafood paradise. The district is also full of potential for tourism, both large as well as smaller scale.

The homestay industry has been around for more than 10 years, centered around traditional Malay villages that dot the area. One of the most well-known homestay areas is called Banghuris, which is an amalgamation of three villages: Kampung Bukit Bangkong, Kampung Hulu Chuchuh and Kampung Hulu Teris. This homestay site, which is about 35km from KLIA, is surrounded by oil palm, rubber trees and orchards.

But the most ambitious mass tourism project would be the Sepang Gold Coast development, located at the Bagan Lalang seafront. The beach was already a popular picnic and camping spot long before the mega development projects took off in Sepang. Consisting of 366 units of high-end chalets, the Gold Coast site takes up 102ha, part of which was former state land.

More development is expected to take place in Sepang if the requests by landowners for land status conversion are approved, with the bulk of applications proposing to change the land status from agriculture to residential, or from residential to commercial.

Politically, the Sepang parliamentary constituency has three state seats, namely Tanjung Sepat, Sungai Pelek and Dengkil.

Methods And Venues Of Payments

    Payments can be made by stating the original bills at the Sepang Municipal Council counters or at the branch offices. In case you did not receive the tax assessment demand bills, please be present at the payment counters of the Sepang Municipal Council to obtain the substitute bills before the payment period expires.
    Payments can be made by cash, cheques, postal orders, money orders, bank drafts, master Cards and Visa Cards.
    Payments by cheques, bank drafts, money orders and postal orders must be made out to the "PRESIDENT OF THE SEPANG MUNICIPAL COUNCIL" and crossed out as "NON-NEGOTIABLE". Please write down your name, address, property account numbers and telephone number at the back of the cheques/bank drafts/money orders/postal orders.
    Payments can be made through the website at www.mpsepang.gov.my(e-cukai).
    Payments can be made through banks and other agencies services such as:
        Maybank Kawanku Cards Maybank2u.com
        Post Offices (Federal Territory, Selangor, Nilai & Seremban only – Cash payments)

    Only printed receipts as proof of acceptance are considered valid.

"Tax Assessment Is Your Responsibility"


    Please take note that you are required to make payments for arrears of assessment rates payable together with the ( Notice E )payable under Sub-Section (1), Section 147 of the Local Governments Act, 1976 at the Sepang Municipal Council Office within FIFTEEN (15) days from the posted/delivered notice. In case payments are not made within the stipulated period, the arrears amount payable together with the processing costs will be demanded under the powers provided in the Local Governments Act 1976.
    
    Effective from 1st March 2009, Payment Rates are:-
    i) Delayed charges (E Form Notice ) RM 20.00 for each term
    ii) Seizure Warrant (Form F) RM 100.00

    
    According to Section 160, of the Local Government Act 1976, you can be fined for a total of RM 2,000.00 (Ringgit Malaysia : Two Thousand Only) or jailed for a period of not more than six months or both in instances where no notifications are made to the Council authority within a period of 3 months after sale or transfer of property is made.

Information Management Unit

    The Department plays the role in aiding the image and acting as a channel between the public and the council in addition to apply information system in daily matters to allow for optimum level of work quality.
    Ensure the computerised systems are in good condition consistent with the bureaucracy of administrative management. Create a systematic, efficient and quick work system in all of the council's administrative matters.
    Ensure that all staff has the knowledge and skills in using the computerised system. Responsible in creating a computerised system for development and services.
    Ensure that the maintenance and repair of computer systems are implemented and complied with.

Commissioner of Building Unit (COB)

    Ensuring that the Maintenance of Common Properties are carried out based on the Law and Regulations that have been stipulated in creating an atmosphere of harmony in sharing common asset for stratified developments.
    Keeping inventories on multi-level buildings in the areas under the administration of the Sepang Municipal Council.
    Ensuring that the establishment of the Joint Management Body (JMB) for developments involving strata developers
    Finding settlements to any disputes between developers and purchasers in regards to the setting up of JMB and the Buildings Maintenance Account (BMA).
    Monitoring the actions of developers in handling the issues of faulty buildings' repairs.
    Managing, investigating and preparing reports in relation to complaints received.
    Enforcing laws specified under the Building and Common Property (Management & Maintenance) Act 2007 (Act 663) and the Strata Titles Act 1985 (Act 318).
